Clearing in is one step; moving around within Singapore’s port waters is another. Owners of visiting pleasure craft must apply for a cruising permit to do it.1
The visiting yacht cruising permit
Visiting pleasure craft need an MPA cruising permit to move within port waters. AIS is required, and applications go in at least two hours before any movement.
MPA introduced the cruising permit in 2007 so that visiting pleasure yachts could cruise within the port limits of Singapore.2 A visiting pleasure craft is any foreign or Singapore-registered pleasure craft plying within the Port of Singapore, and owners apply for the permit online.3

- Recreational activities, or movements between marinas within port waters2
- Equipment
- The yacht must be fitted with an AIS transponder (or a HARTS transponder)2
- Master
- Masters without an MPA Powered Pleasure Craft Driving Licence complete an online self-assessment on local port waters before cruising. Alternatively, a steersman with a valid licence can be engaged.2,1
- Timing
- The application can be made through participating marinas, at least two hours before any movement.2
For technical calls. Plan any sea trials or moves between a marina and a yard around the permit, especially if the master has not yet completed the self-assessment.

Every departure for a foreign port means outbound Singapore clearance first (see Arrival & clearance), then the entry formalities of the next country. Malaysia, Indonesia and Thailand each set their own requirements for visiting yachts; check the current rules with the relevant national authorities or your agent before leaving.
Time zones change too: Singapore is eight hours ahead of UTC6, while Indonesia’s Riau islands just to the south, such as Nirup Island, keep Western Indonesia Time, one hour behind Singapore.4
